Job summary

This is an exciting opportunity to join Ofgem’s Wholesale Market Conduct team and play a vital role in maintaining the integrity, transparency and effective functioning of Great Britain’s wholesale gas and electricity markets. Working at the heart of market oversight and compliance, you will help identify, assess and investigate potential market misconduct, ensuring consumers are protected and market participants operate fairly and within regulatory requirements. As an Analyst, you will support a diverse range of casework, from the initial triage of potential market abuse alerts through to contributing to complex investigations involving market manipulation, insider trading and breaches of key regulatory obligations. Using a combination of trading data, energy system information, company communications and other evidence sources, you will apply strong analytical skills to identify patterns, assess risks and provide evidence-based recommendations. The role offers significant opportunity to develop and apply expertise in wholesale energy markets while enhancing monitoring techniques, data validation methods and analytical tools that strengthen the team’s investigative capability.
You will work closely with colleagues across Ofgem, including legal, policy, communications and market monitoring teams, as well as engage with a broad network of external stakeholders such as the National Energy System Operator, the Financial Conduct Authority, ACER, European regulators and wholesale market participants. We are looking for a proactive and intellectually curious individual with experience analysing complex quantitative and qualitative information, strong knowledge of wholesale energy markets or experience within energy, commodities or financial trading environments, and the ability to draw clear conclusions from large and varied datasets. Experience using Python or SQL, excellent communication skills and the ability to explain complex issues to non-specialist audiences are essential. Job description

As an Analyst, you will support casework across the full lifecycle, from triaging alerts of potential market abuse through to contributing to formal investigations. You will work with a wide range of information, including trading data, energy system data, and communications and documents gathered from companies. The role offers the chance to apply strong analytical thinking to complex issues, and to develop tools and approaches that strengthen the team’s monitoring and investigation capability.

You will be part of a team responsible for monitoring potential breaches of REMIT (Regulation on Wholesale Energy Market Integrity and Transparency), including market manipulation and insider trading, as well as relevant generation licence conditions such as the Transmission Constraint Licence Condition (TCLC) and Inflexible Offer Licence Condition (IOLC). Where concerns are identified, the team works to address them, including through enforcement where appropriate.

You will work closely with colleagues across Ofgem, including policy and legal teams, and engage with a range of external stakeholders, including the National Energy System Operator, the Financial Conduct Authority, European regulatory bodies and participants in the wholesale gas and electricity markets.


Key Outputs and Deliverables

  • Triage alerts of potential misconduct by reviewing information, carrying out relevant analysis and making recommendations to decision makers with reference to legislation and prioritisation criteria.
  • Support engagement with market participants to address concerns and help secure improvements in compliance practices.
  • Provide analysis on more complex cases, including formal investigations.
  • Enhance data and analysis validation methods and create new analytical tools for use across the team.

Person specification

Essential Criteria:

  • Experience in analysing complex quantitative and qualitative data and evidence. (LEAD CRITERIA)
  • Sector knowledge: Understanding of the operation of wholesale energy markets, or experience of trading in energy, commodities or equities markets (LEAD CRITERIA)
  • Experience using Python or SQL programming languages to manage large datasets and produce compelling analytical outputs.
  • Excellent written and verbal communication skills that effectively communicate complex issues to non-expert audiences.
  • Demonstrated ability to take initiative, think creatively and work independently.
