QUICK SUMMARY
Moran Consulting Corporation is seeking a high-performing Civil Engineering Project Manager & Team Leader to lead Southern California land development projects, manage and develop engineering staff, drive business development, and help build the future of our Civil Engineering Department.
This role is ideal for a licensed California PE who wants more than project management: the opportunity to build a team, create scalable systems, develop future leaders, and grow a thriving engineering practice.
What You'll Do
- Lead approx. 10 active land development projects
- Serve as Project Manager and Engineer of Record
- Manage and mentor 4–8 engineers/designers
- Drive business development and proposal preparation
- Leadership Focus
- Build a scalable Civil Engineering Department
- Manage budgets, schedules, QA/QC, profitability
- Grow client, developer, agency, and consultant relationships
- Use Deltek Vantagepoint for forecasting and management
COMPENSATION & BENEFITS
Base Salary $140,000 – $190,000 annually, depending on experience, leadership capability, technical expertise, and business development performance.
Incentives Performance bonus program tied to department/project KPIs and leadership results.

KEY PERFORMANCE METRICS
Business Development:
- $125K awarded work in first 90 days; pipeline >$1.2M; backlog >$375K; >50% proposal win rate.
Financial Performance:
- $1.2M–$3M annual revenue managed; AR 15% project profitability.
Team Leadership:
- Lead 4–8 engineers/designers; 85% team utilization; 50% personal utilization; staff development and retention.
Project Delivery:
- On-time delivery, QA/QC compliance, client satisfaction, and effective scope/change-order management.

OBJECTIVES
Lead Projects & Clients
- Manage projects from proposal through closeout
- Oversee scope, schedule, budget, quality, and client satisfaction
- Coordinate agency approvals and entitlement processing
- Attend client, agency, Planning Commission, and City Council meetings
Lead People & Growth
- Mentor engineers/designers and establish accountability
- Prepare proposals, scopes, and fee estimates
- Identify and pursue new opportunities
- Improve systems, resource planning, and scalability

EDUCATION & EXPERIENCE
Required
- Active California Professional Engineer (PE)
- Bachelor’s Degree in Civil Engineering
- 7+ years of civil engineering experience
- Southern California land development experience
- Experience managing staff, preparing proposals, and using Civil 3D
Preferred
- Urban infill subdivision experience
- Mobile home park expansion experience
- Professional Land Surveyor (PLS) license
- Existing Southern California developer relationships
- Experience managing 4–8 direct reports
PHYSICAL REQUIREMENTS
- Ability to work in an office environment, use standard office equipment, and work at a computer for extended periods.
- Ability to occasionally visit project sites and attend client/agency meetings; reasonable accommodations may be made.
