JOB DESCRIPTION: Independent Contractor (Statistical Data Analyst)
REPORTS TO: Project Lead: Matthew Shepherd, CEO and Principal Investigator
WORK LOCATION: Remote (Part-time/Contractual)
CONTRACT DURATION: July 2026 - July 2027
NATURE OF WORK:
Midwest Evaluation and Research (MER) is seeking an experienced statistical data analyst to provide consulting services in support of a federal government research and analytical services contract. The selected independent contractor will conduct quantitative data analysis, data management, statistical modeling, technical documentation, and quality assurance activities for complex research projects.
ESSENTIAL SKILLS:
To perform this engagement successfully, the contractor should possess the following knowledge, skills, and abilities:
· Experience analyzing complex quantitative datasets using statistical software.
· Strong database management, data cleaning, validation, and reporting skills.
· Knowledge of regression analysis, multivariate statistics, and data quality assurance.
· Strong analytical, organizational, and problem-solving abilities.
· Ability to work independently while collaborating effectively with project consultants.
· Excellent written and verbal communication skills.
· Familiarity with data security and confidentiality requirements associated with government funded projects.
· Experience supporting federal, state, or local government contracts
RESPONSIBILITIES:
· Clean, validate, organize, and datasets.
· Conduct descriptive and inferential statistical analyses.
· Perform regression modeling and other statistical analyses supporting DOJ investigations.
· Prepare technical summaries, statistical tables, charts, and visualizations.
· Maintain reproducible analytical documentation and coding files.
· Conduct quality assurance reviews of datasets and analytical outputs.
· Assist in drafting technical memoranda and expert reports.
· Participate in project meetings to discuss analytical findings.
· Maintain confidentiality of all DOJ information and comply with security requirements.
· Return or securely destroy project data at the conclusion of the engagement
EDUCATION AND EXPERIENCE:
· Master's degree in Statistics, Data Science, Economics, Biostatistics, Mathematics,
Social Science, Public Policy, or related quantitative field; equivalent experience may be
considered.
· Minimum 4 years conducting statistical analyses.
· Experience with large administrative or applicant-level datasets preferred.
· Proficiency with R, Stata, SAS, SPSS, or Python.
· Experience preparing technical reports and data visualizations.
· U.S. work authorization required.
· Must satisfy applicable DOJ residency, confidentiality, and security requirements
PHYSICAL DEMANDS:
· Frequently sit, talk, hear/listen
· Frequently use tools or controls, such as a computer keyboard.
· Occasionally required to stand and reach with hands and arms.
· Have visual abilities that include close vision, color vision, and depth perception.
· Occasionally lift to no more than 25 lbs. such as a stack of files or paper.
WORK ENVIRONMENT:
Part-Time/Contractual, Remote. The contractor will provide services independently using their own business resources unless otherwise required to meet Department of Justice security requirements. Periodic virtual meetings and limited travel may be required.
INDEPENDENT CONTRACTOR STATUS
The individual will provide services as an independent business, and is responsible for their own taxes and insurance, and will determine the manner and means for performing the work, while meeting MER’s project deadlines. Candidates must be eligible to satisfy all applicable U.S. Department of Justice contractor personnel security, residency, and work authorization requirements associated with this federal contract. Eligibility will be verified prior to engagement.
Pay: From $50.00 per hour
