Miwok Construction is a growing federal construction contractor specializing in electrical infrastructure, medium- and high-voltage distribution, substations, utility systems, and civil construction for U.S. Government agencies. We perform work throughout the United States, primarily on military installations.

As our company continues to grow, we're building a dedicated preconstruction department and are looking for an experienced estimator who wants to play a key role in shaping our future. This isn't just another estimating position, it's an opportunity to help develop the systems, processes, and standards that will drive the company's long-term success.

Position Overview

We are seeking an experienced Federal Construction Estimator & Proposal Lead to manage the estimating and proposal process from solicitation review through proposal submission.

Company leadership will identify and qualify project opportunities. Once an opportunity is assigned, you will take ownership of the pursuit by developing the estimate, coordinating subcontractor pricing, preparing technical and pricing documentation, ensuring solicitation compliance, and delivering a complete proposal package ready for submission.

Your primary objective is simple:

Develop accurate estimates and submit professional, compliant proposals that win profitable work.

This position is primarily remote but requires travel for bid walks, pre-bid meetings, customer meetings, and occasional project site visits.

What You'll Do Estimating

  • Review RFQs, RFPs, IFBs, Statements of Work, drawings, specifications, amendments, and contract requirements.
  • Perform detailed quantity takeoffs.
  • Develop complete labor, material, equipment, subcontractor, and indirect cost estimates.
  • Analyze project risks and recommend pricing strategies.
  • Prepare estimate summaries, assumptions, exclusions, clarifications, and bid analyses.
  • Develop subcontractor scopes of work and obtain competitive pricing.
  • Evaluate subcontractor proposals for scope coverage, exclusions, and pricing.

Proposal Development

  • Lead assigned opportunities from solicitation through proposal submission.
  • Create proposal compliance checklists.
  • Develop pricing narratives and technical proposal content.
  • Write project execution approaches, staffing plans, schedules, quality control plans, and other required proposal documentation.
  • Coordinate proposal documents with internal administrative support.
  • Ensure every proposal complies with solicitation requirements before submission.
  • Manage proposal deadlines, amendments, questions, negotiations, and revisions.

Project Pursuit

Once leadership assigns an opportunity, you'll be responsible for driving it to completion by:

  • Maintaining proposal schedules.
  • Coordinating subcontractors and suppliers.
  • Identifying risks and missing information.
  • Preparing RFIs when necessary.
  • Presenting pricing recommendations to company leadership.
  • Supporting negotiations and post-award handoff to the operations team.

Collaboration

You'll work closely with management, project managers, project engineers, administrative staff, subcontractors, suppliers, and teaming partners throughout the proposal process.

As the company grows, you'll also help establish estimating standards, proposal templates, and best practices for our expanding preconstruction department.

Required Qualifications

  • Minimum 5 years of construction estimating experience.
  • Experience estimating electrical construction projects.
  • Ability to independently prepare complete construction estimates.
  • Experience assembling complete proposal packages—not just estimates.
  • Strong understanding of construction drawings, specifications, and contract documents.
  • Excellent Microsoft Excel skills.
  • Excellent written and verbal communication skills.
  • Strong organizational and time-management abilities.
  • Ability to manage multiple proposals simultaneously.
  • Valid driver's license.
  • Willingness to travel for bid walks and site visits.
  • U.S. Citizen.
  • Must be eligible to access U.S. military installations and pass required background screening.

Preferred Qualifications

  • Federal Government construction estimating experience.
  • Experience with U.S. Air Force, USACE, NAVFAC, GSA, or other federal agencies.
  • Experience responding to federal solicitations under FAR/DFARS.
  • Experience with IDIQ, MATOC, SABER, or JOC contracts.
  • Experience with Design-Build projects.
  • Bluebeam Revu.
  • RSMeans.
  • Procore.
  • Primavera P6 or Microsoft Project.
  • Field experience as an Electrician, Superintendent, Project Engineer, or Project Manager.
  • Bachelor's degree in Construction Management, Engineering, or related field (preferred but not required).

Candidates with strong commercial, industrial, utility, or municipal electrical estimating experience are encouraged to apply even if they have limited federal experience.
