About the role
Overview
We are seeking an experienced building products / codes and standards subcontractor to support the review and revision of program documents under the HUD Technical Suitability of Products (TSP) Program. The subcontractor will assess existing TSP program documents against current building products testing standards, applicable codes, and HUD requirements, then deliver structured assessment reports and a recommended revision schedule. This is a 1099 independent contract, and interested candidates are encouraged to apply.
Scope of work
Upon prime contractor’s request, the subcontractor shall review the following program documents: 24 CFR Part 200 Chapter II, Subtitle B, Subpart S; HUD Handbook 4950.1 Rev.3; HUD Handbook 4910.1) and the HUD OHP Standard Operating Procedures (SOP), and align these documents with current building products testing standards, applicable codes, and requirements. Documents in scope for revision include:
- HUD Handbook 4950.1, Rev. 3
- OHP Standard Operating Procedures
- 24 CFR Part 200 Chapter II, Subtitle B, Subpart S
- HUD Handbook 4910.1
Key Deliverable:
Assessment Report
- Each in-scope program document referenced above shall be marked up in MS WORD format with recommendations and suggestions by the following topic areas: Document deficiencies, Outdated standards and codes, Outdated links, and Digital formatting.
- All requested revisions must be incorporated.
- Once completed, all suggestions/recommendations must be summarized into a master document called the Final Assessment Report. This report shall include scheduled milestones for revising each document.
Responsibilities
- Review TSP program documents and the TSP SOP for deficiencies, outdated standards, broken links, and formatting issues.
- Benchmark documents against current building products testing standards, applicable codes, and HUD requirements.
- Prepare and submit the relevant marked up document on the required cadence, and the Final Assessment Report at the end of the assessment period.
- Develop scheduled milestones and a recommended revision schedule for each document.
- Incorporate all COR-requested revisions into deliverables.
- Correct any findings or recommendations HUD deems deficient during the period of performance at no additional cost.
Requirements
- Bachelor of architectural or engineering degree
- Minimum of 10 years of experience in building materials specifications review and/or writing
- Experience in written by and editing literature in English
- Demonstrated experience reviewing or developing technical standards, building codes, or federal program documentation.
- Familiarity with building products testing standards and HUD requirements (experience with HUD Handbooks 4950.1 and 4910.1 and Minimum Property Standards is a strong plus).
- Strong technical writing, editing, and document formatting skills, including converting and modernizing legacy digital file formats.
- Ability to plan, schedule, and report progress against milestones and structured deliverables.
- Self-directed and able to work remotely as an independent (1099) contractor.
Terms
This is a 1099 independent contractor engagement with fixed compensation per approved submission. Deliverables are subject to client acceptance, and any deficiencies identified during the period of performance shall be corrected by the subcontractor at no additional cost. Each submission shall involve written authorization from the prime contractor, assessment of the relevant program document, and confirmed acceptance and payment authorization by the end-client.
