Job Description and Duties
The IT Infrastructure and Operations Division manages the core technology infrastructure needed to support the CalSTRS business. This infrastructure includes client technology; network, servers, and storage infrastructure; and technology disaster recovery. The IT Infrastructure and Operations Division also provides technology related operational support for CalSTRS and is comprised of the following team: Client Technology Infrastructure, Audiovisual Services, Client Technology Services, Technology Disaster Recovery, Network Infrastructure, Service Desk and System & Security Administration.
Under general direction of the Director of IT Infrastructure & Operations, the Information Technology Manager I (ITM I) of IT Disaster Recovery & Network Services is primarily responsible for ensuring that the business technology systems are operational and available for conducting CalSTRS business. The incumbent plans, organizes, and directs CalSTRS’s IT Disaster Recovery (DR) & Network Services section to ensure enterprise IT systems are reliable, secure, and aligned with business objectives. The incumbent provides leadership over disaster recovery, network planning, architecture, engineering, administration, and operational support. The incumbent directs the development and execution of IT DR & Network Services strategies, makes high level decisions and is results oriented, plays a major role in formulating IT strategy and policy, and manages the most complex IT projects.
- Bachelor’s degree or higher in Computer Science, Computer Engineer or IT related field.
- Over five years of experience directly managing IT technical teams of five or more members.
- Over five years of hands-on experience working with Cisco routing protocols (i.e., BGP, EIGRP, etc.)
- Over five years of hands-on experience working with Cisco switching protocols (i.e., RSTP, MSTP, VTP, DTP, LACP, etc.)
- Over five years of hands-on experience working with Palo Alto Networks firewalls, Panorama, Strata, Prisma, SD-WAN, etc.
- Over five years of hands-on experience working with public cloud networking (i.e., AWS, Azure, Google, etc.)
- Over five years of hands-on experience designing and developing IT disaster recovery solutions.
- Over five years of hands-on experience developing and implementing IT disaster recovery policies, standards and processes.
In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.

Working Conditions
All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

Special Requirements
1. Describe your experience as a senior IT manager overseeing an implementation vendor through a large-scale IT project from initiation to completion. Provide project scope and highlight your leadership approach, vendor management strategies and how you ensured project objectives are met.

Background Investigation
Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education and check driving records.
CalSTRS Disclosure Requirements
This position may be subject to disclosure and disqualification requirements concerning economic conflict of interest in government work, including the Conflict of Interest Code that applies to CalSTRS team members and the Political Reform Act, which require disclosure of certain investment information and use of a designated trading platform for securities transactions, as well as filing a Statement of Economic Interest (Form 700).
