Job Description and Duties

The Employment Development Department (EDD) is seeking an experienced Quality Assurance Specialist (IT Specialist II) to support the delivery of innovative applications and services that improve customer experiences, reduce fraud, and enhance operational efficiency.
As part of EDD’s modernization efforts, the Quality Assurance Specialist will help ensure Enterprise systems meet established quality, performance, and business requirements throughout the software development lifecycle. This is an exciting opportunity to collaborate with architects, developers, business analysts, and stakeholders to deliver high-quality, customer-focused technology solutions.
Under the general direction of the EDDNext Application Delivery Manager, the incumbent will lead quality assurance activities, including developing test strategies and plans, coordinating and executing testing efforts, identifying and tracking defects, analyzing test results, and recommending process improvements. The incumbent will also provide technical guidance on quality assurance best practices and support continuous improvement initiatives across Enterprise projects.
Telework may be available at your home where access to high-speed internet would be required.
Position located at 10969 Trade Center Drive, Rancho Cordova, CA 95670. This office is conveniently located in the heart of Rancho Cordova’s business district, offering excellent access to transportation, dining, and essential services.
Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. Desirable Qualifications
- State of California program knowledge
- Strong written and verbal communication skills with ability to reason logically, analyze situations, and reach sound conclusions.
- Experience leading quality assurance and testing activities for complex enterprise applications and systems.
- Knowledge of software development lifecycle (SDLC), Agile, Scrum, and DevOps methodologies.
- Experience developing and executing test strategies, test plans, test cases, and test scripts.
- Experience with functional, integration, regression, performance, and user acceptance testing.
- Knowledge of test automation tools and frameworks.
- Experience using defect tracking and test management tools to document, track, and resolve issues.
- Strong analytical and problem-solving skills with the ability to identify root causes and recommend effective solutions.
- Experience collaborating with cross-functional teams, including developers, business analysts, project managers, and stakeholders.
- Knowledge of quality assurance best practices, industry standards, and continuous improvement methodologies.
- Strong written and verbal communication skills, including the ability to present findings, recommendations, and technical information to diverse audiences.
- Experience working in large-scale government, public sector, or highly regulated environments is desirable.
- Ability to manage multiple priorities and deliver high-quality results in a fast-paced environment.

Statement of Qualifications Requirements
A Statement of Qualifications (SOQ) is Required. The SOQ will be considered the first phase of the hiring process for this position. Background Investigation Requirement
The position(s) may require an applicant to pass a background investigation. However, applicants will not be asked to provide information about a conviction history unless they receive a conditional offer of employment.
The department will make an individualized assessment of whether the conviction history has a direct or adverse relationship with the specific duties of the job and the work performed by the department. The department will consider potential mitigating factors, including, but not limited to, evidence and extent of rehabilitation, recency, nature and seriousness, and age at the time of the offense(s).
The investigation will consist of completion of a personal history statement and fingerprinting checks with the Federal Bureau of Investigation, Department of Justice, and/or local law enforcement agencies. Anyone failing to pass the background investigation will be provided information on how to appeal the process. A criminal conviction may not result in an automatic determination of "Not Qualified."
