Permit to Work Coordinator

The consortium of John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia has been selected to build South Australia's biggest-ever road infrastructure project. In partnership with the South Australian Government, this consortium forms the Torrens to Darlington (T2D) Alliance.

The Torrens to Darlington (T2D) Alliance, will deliver the final 10.5km section of the North-South Corridor, forming a continuous 78 km, non-stop, traffic light-free motorway, and contributing to a long-lasting legacy for the community and people of Adelaide.

The T2D Project involves constructing two separate tunnels – the Southern Tunnels and the Northern Tunnels connected by an open motorway, with a combined total distance of 10.5km, open to traffic in 2031. The T2D project comprises the tunnels, surface works including road and bridge construction in addition to services buildings and complex mechanical and electrical infrastructure. The T2D Alliance is committed to providing opportunities for local people, Aboriginal workers, apprentices, trainees and job seekers who are long-term unemployed and offers people an incredible opportunity to be a part of an iconic project.

The Role

We are seeking an experienced Permit to Work Coordinator to join our project team. This role is critical to ensuring civil construction activities are planned, authorised and executed safely through the effective coordination of the project's Permit to Work (PTW) system.

Working across multiple construction fronts, you will collaborate closely with Construction Managers, Superintendents, Engineers, HSE personnel and subcontractors to support the safe delivery of complex civil works.

As the Permit to Work Coordinator, you will be responsible for coordinating and administering the project's Permit to Work system, ensuring all high-risk construction activities are appropriately planned, reviewed and authorised before work commences.

Responsibilities

• Coordinate the daily Permit to Work (PTW) process across multiple active civil construction work fronts, ensuring permits are planned, issued, monitored and closed in accordance with project requirements.
• Review, assess and authorise permits for high-risk activities, including excavation and trenching, confined space entry, hot works, lifting operations, temporary works, utility isolations and work adjacent to live services.
• Ensure all Permit to Work activities comply with project procedures, WHS legislation, contractual obligations and industry best practice.
• Facilitate daily permit planning and coordination meetings to manage work interfaces, construction sequencing and permit priorities.
• Liaise with Construction Managers, Superintendents, Engineers, HSE personnel and subcontractors to coordinate permit approvals and resolve permit or scheduling issues.
• Verify permit conditions, controls and isolations are implemented prior to the commencement of high-risk works.
• Conduct regular field inspections and compliance audits to ensure works are undertaken in accordance with approved permits and safe work practices.
• Maintain accurate permit registers, records and reporting documentation to support project governance and compliance.
• Support the planning and coordination of works around live utilities, traffic interfaces and other high-risk civil construction activities.
• Promote a proactive safety culture by providing guidance on Permit to Work requirements, supporting incident investigations and driving continuous improvement initiatives.

About You

• Demonstrated experience in a Permit to Work, construction coordination or site safety role within major civil infrastructure projects.
• Strong understanding of civil construction activities, work sequencing and high-risk work environments.
• Sound knowledge of WHS legislation, risk management principles and Permit to Work processes.
• Experience working collaboratively with contractors, subcontractors and project stakeholders in a live construction environment.
• Strong organisational skills with the ability to manage competing priorities and multiple work fronts.
• Excellent communication and stakeholder engagement skills, with the confidence to influence safe work practices.
• High attention to detail with the ability to maintain accurate documentation, reporting and compliance records.
• A proactive, team-focused approach with a genuine commitment to safety, continuous improvement and project delivery.
