Position Summary
PEC Contracting & Engineering is seeking an organized, dependable, and motivated Preconstruction Coordinator to support our estimating, bidding, and business development efforts.
This position will help identify new project opportunities, maintain the company’s customer relationship management system, coordinate bid activities, communicate with subcontractors and suppliers, organize bid documents, and submit proposals through public and private procurement platforms.
The ideal candidate is detail-oriented, comfortable working with deadlines, confident using online systems, and interested in building a long-term career in commercial construction.
Key ResponsibilitiesBid Opportunity Research
- Monitor public and private bidding platforms to identify projects that align with PEC’s capabilities, geographic markets, and construction experience.
- Review invitations to bid, public notices, procurement advertisements, and agency websites for new project opportunities.
- Research project requirements, location, schedule, contract type, estimated value, and bid deadlines.
- Assist management with gathering information needed for bid/no-bid decisions.
- Maintain an accurate calendar of upcoming bids, site visits, pre-bid meetings, questions due, and proposal deadlines.
- Monitor bid platforms for addenda, clarifications, deadline changes, and updated project documents.
Bid Platform Management and Submission
- Maintain PEC’s registrations, company profiles, qualifications, licenses, certifications, and contact information on bidding and procurement platforms.
- Download and organize plans, specifications, addenda, bid forms, and supporting documents.
- Review platform instructions and submission requirements for each opportunity.
- Upload and submit bids, proposals, qualification packages, and required attachments through owner and agency procurement portals.
- Confirm that all required documents have been completed, signed, uploaded, and submitted before the deadline.
- Save submission confirmations, receipts, and final proposal documents in the appropriate project files.
- Track bid results, award notices, and post-bid communications.

CRM and Opportunity Tracking
- Maintain accurate and current information in the company’s CRM system.
- Enter and update prospective clients, project opportunities, subcontractors, suppliers, architects, engineers, agencies, and other business contacts.
- Track project pursuits, client communications, follow-up activities, bid status, estimated value, and award results.
- Document calls, emails, meetings, and other important communications.
- Maintain organized records of active, pending, awarded, and unsuccessful opportunities.
- Assist with business development reports, opportunity pipelines, and follow-up reminders.
- Help ensure client and contact information remains complete, consistent, and current.
Estimating and Bid Coordination
- Prepare and distribute invitations to bid to subcontractors and suppliers.
- Identify qualified subcontractors and vendors for specific scopes of work.
- Track subcontractor interest, responses, pricing, and proposal status.
- Follow up with subcontractors and suppliers before bid deadlines.
- Organize and compare subcontractor and supplier proposals.
- Assist with identifying missing scopes, exclusions, qualifications, and pricing gaps.
- Support estimators with quantity takeoffs, pricing research, bid forms, and estimate preparation.
- Assist with preparing proposal packages, qualification statements, project experience information, and supporting documentation.
- Coordinate questions and requests for information during the bidding process.
Document Control and Preconstruction Support
- Organize and maintain plans, specifications, addenda, estimates, proposals, correspondence, and bid records.
- Maintain consistent electronic project folders and file naming practices.
- Help ensure the estimating team is working from the most current plans and specifications.
- Coordinate with estimators, project managers, accounting staff, subcontractors, suppliers, and field personnel as needed.
- Assist with project turnover and handoff after contract award.
- Support the collection of information needed for contracts, subcontracts, schedules, material submittals, certified payroll requirements, monthly billings, and project closeout planning.
- Perform other estimating, preconstruction, procurement, and administrative duties as assigned.
Minimum Qualifications
- High school diploma or equivalent.
- Strong organizational skills and attention to detail.
- Ability to manage multiple projects, deadlines, and priorities.
- Professional written and verbal communication skills.
- Comfortable communicating with clients, agencies, subcontractors, suppliers, and coworkers.
- Proficiency with Microsoft Outlook, Word, and Excel.
- Ability to learn new software, online portals, and bid platforms.
- Ability to follow detailed submission instructions and verify document completeness.
- Dependable attendance and consistent follow-through.
- Willingness to learn construction estimating and preconstruction procedures.
Preferred Qualifications
- Previous experience in commercial construction, estimating, procurement, business development, or project administration.
- Experience using public or private construction bidding platforms.
- Experience maintaining a CRM or opportunity tracking system.
- Experience with Bluebeam Revu, BuildingConnected, ConstructConnect, SAM.gov, PlanetBids, Bonfire, OpenGov, IonWave, or similar platforms.
- Basic understanding of construction plans, specifications, scopes of work, and subcontractor proposals.
- Experience supporting public works, federal, municipal, school, utility, or commercial construction bids.
- Experience with Microsoft Project, ComputerEase, or construction management software is a plus.

The normal work schedule is Monday through Friday, from 7:30 a.m. to 4:00 p.m. Additional hours may occasionally be required to meet bid or proposal deadlines.
Compensation
Compensation is based on experience, qualifications, and demonstrated ability.
Pay range: $50,000-85,000 DOE

Physical and Work Requirements
This position primarily works in an office environment and requires regular use of a computer, telephone, email, and online procurement systems.
The employee must be able to:
- Sit or stand for extended periods.

- Communicate clearly by telephone, email, video conference, and in person.
- Occasionally attend pre-bid meetings, site visits, or industry events.
- Occasionally lift or carry office materials weighing up to 25 pounds.
