About the role
Position Summary
We are seeking an experienced bilingual Proposal Writer to develop compelling, technically accurate proposal narratives for international development programs in Latin America and the Caribbean. The consultant will synthesize technical, operational, staffing, monitoring and evaluation, and budget inputs into cohesive responses for public-sector, foundation, and private-sector funding opportunities.
This is a remote, project-based consulting position anticipated to begin in August 2026. The consultant may be asked to support multiple proposals simultaneously and must be able to write professionally and collaborate fluently in both English and Spanish.
Candidates with experience writing about agrifood systems, agricultural market systems, entrepreneurship, market-based development, livelihoods, or economic-opportunity programs are strongly preferred.
Responsibilities
- Draft, edit, and finalize complex technical proposal narratives.
- Convert technical concepts, research, interview notes, and contributor inputs into clear, persuasive, donor-focused content.
- Participate in proposal kickoff meetings, design sessions, technical workshops, and partner discussions.
- Support development and articulation of theories of change, results frameworks, logframes, implementation approaches, and sustainability strategies.
- Synthesize content from technical specialists, country teams, monitoring and evaluation personnel, finance teams, recruiters, and partner organizations.
- Develop cohesive narratives that clearly connect needs, interventions, outputs, outcomes, staffing, monitoring, and budgets.
- Identify content gaps, inconsistencies, unsupported claims, and areas requiring additional evidence.
- Ensure consistency across technical, operational, staffing, monitoring and evaluation, and budget narratives.
- Incorporate reviewer and donor feedback into revised drafts.
- Provide substantive editing, copyediting, and final quality-control support.
- Verify responsiveness to solicitation requirements and alignment with proposal themes.
- Contribute to structured Pink Team, Red Team, and final-review processes.
- Support proposal-management activities when needed, including content tracking and contributor coordination.
Required Qualifications
- Demonstrated experience writing complex, competitive proposals for government, bilateral, multilateral, foundation, nonprofit, or private-sector funders.
- Professional oral and written fluency in both English and Spanish.
- Exceptional writing, editing, interviewing, and synthesis skills.
- Demonstrated ability to translate technical concepts into clear, compelling proposal narratives.
- Experience integrating material from multiple authors into one consistent voice.
- Ability to work effectively with technical experts, country teams, finance personnel, monitoring and evaluation specialists, and organizational leadership.
- Strong attention to compliance, accuracy, consistency, and detail.
- Ability to manage multiple writing assignments and competing deadlines.
- Experience incorporating structured review comments under short turnaround times.
- Availability to support deadline-driven work, including occasional extended hours during critical submission periods.
- Ability to begin assignments on or around August 10, 2026.
Preferred Qualifications
- Experience writing international development proposals.
- Experience supporting programs in Latin America or the Caribbean.
- Subject-matter familiarity with agrifood systems, agricultural market systems, entrepreneurship, enterprise development, livelihoods, or economic opportunity.
- Experience writing for public, foundation, and private-sector donors.
- Familiarity with theories of change, results frameworks, logframes, monitoring and evaluation approaches, and donor terminology.
- Experience serving as a lead writer on multidisciplinary proposals.
- Experience performing proposal-management or content-management functions.
- APMP, Shipley, or comparable proposal-development training.

- Geographic region
- Approximate proposal value, if disclosable
- Applicant’s role and sections written
- Whether the applicant served as lead writer, contributing writer, editor, or proposal manager
- Outcome, if known and permitted to disclose
- Two sanitized writing samples:
- One English-language proposal or technical narrative
- One Spanish-language proposal or technical narrative
- At least one sample should demonstrate the applicant’s ability to explain a complex technical approach, implementation methodology, theory of change, results framework, or similar concept. Do not submit confidential or proprietary material.
- A brief description of experience writing about agrifood systems, agricultural market systems, entrepreneurship, livelihoods, or economic-opportunity programs.
- Two professional references who can verify proposal-writing performance.
- Proposed fully burdened daily rate in USD, inclusive of fees, taxes, and other charges.
- Confirmation of availability beginning August 10, 2026 and estimated availability through the following several months.
- Confirmation of professional written and spoken proficiency in English and Spanish.

Pay: $45.00 - $65.00 per hour
