About the role
Overview
BerryDunn is seeking a Business Process Engineer to support Hawaiʻi Med-QUEST’s HR.1 eligibility and enrollment changes. This role will help improve Medicaid eligibility and enrollment business processes, support new regulatory requirements, and strengthen operations related to task assignment, leadership development, call center workflows, and related member and staff-facing processes.
The Business Process Engineer will work with BerryDunn team members, State operations stakeholders, vendor partners, and project leadership to analyze eligibility and enrollment processes, identify improvement opportunities, apply the DMAIC framework, design future-state workflows, document requirements, support implementation planning, and promote adoption of process, policy, system, training, communication, and operational changes.
Travel expectations: This role may require travel up to 25% of the year.
You Will
- Serve as a subject matter expert on HR.1 eligibility and enrollment business process redesign, operations, policy alignment, and implementation planning.
- Support changes needed to meet state and federal regulatory requirements for Medicaid eligibility and enrollment operations.
- Build and maintain strong relationships with operations stakeholders, BerryDunn team members, workstream leaders, vendor partners, and other project partners.
- Lead and support current-state analysis, future-state design, process improvement, and implementation activities for eligibility and enrollment workflows using the DMAIC framework.
- Translate business needs, policy requirements, regulatory changes, and stakeholder feedback into clear requirements, process maps, Standard Operating Procedures (SOPs), implementation materials, and recommendations.
- Facilitate meetings, interviews, workgroups, planning sessions, and process improvement events with eligibility and enrollment stakeholders, operations teams, vendor partners, and related external partners.
- Support improvements related to task assignment, workload management, leadership development, call center processes, staff workflows, and member-facing service delivery.
- Research state and federal policy and assess the impact on business processes, system workflows, documentation, training needs, and member interactions.
- Coordinate across workstreams and partner teams, and external communications or marketing partners, to align priorities, decisions, risks, dependencies, follow-up actions, and implementation needs.
- Use Jira and SharePoint to track work, document decisions, maintain project materials, and support reporting and review processes.
- Support readiness, communication, training, and adoption activities for eligibility and enrollment process, policy, system, and operational changes.
You Have
- Deep understanding of process redesign within a state Medicaid eligibility and enrollment program.
- Minimum of three years of experience working for or with a state Medicaid agency.
- Experience supporting Medicaid eligibility and enrollment operations, regulatory change, task assignment, workload management, call center operations, or related business processes.
- Ability to lead in a team setting and collaborate with client stakeholders, vendors, and internal project teams.
- Strong time management skills and ability to manage multiple priorities, deadlines, and deliverables.
- Knowledge of quality assurance and quality control practices, including deliverable review and proactive problem management.
- Excellent communication, facilitation, writing, editing, presentation, and attention-to-detail skills.
- Proficiency in Microsoft Project, Excel, Word, PowerPoint, Visio, SharePoint, Teams, Outlook, Jira, Webex, and Zoom or similar tools
Preferred Qualifications/Experience:
- Experience supporting Medicaid eligibility and enrollment initiatives, including regulatory, operational, system, or service delivery changes.
- Experience with vendor-managed Medicaid systems, call center platforms, task assignment tools, or similar public sector technology environments.
- Experience supporting business process analysis, process redesign, implementation planning, and organizational readiness for eligibility and enrollment operations.
- Experience facilitating workgroups, stakeholder interviews, planning sessions, process improvement events, onsite work sessions, or leadership development activities.
- Experience coordinating with training, operations, policy, change management, vendor, technical, audit, release management, call center, external communications or marketing partners, and project leadership teams.
