We have an exciting opportunity for a Senior Consultant to join our Infrastructure Advisory team within our NSW Planning division.

Our NSW Planning team advises on some of the State's most significant growth, renewal and infrastructure projects. Within that team, Infrastructure Advisory focuses on one of the most important questions in planning: how infrastructure is funded, secured and delivered so development can actually proceed.

This is a senior role for someone who understands infrastructure planning system and wants to work more deeply in infrastructure funding and delivery. You will work across projects ranging from precinct-scale growth areas and major rezonings through to large residential, employment and mixed-use developments, as well as major city-shaping and government-led infrastructure projects.

You will work with both government and private sector clients across metropolitan Sydney, Western Sydney and regional NSW. This will include preparing advice, managing workstreams, attending client meetings and helping project teams resolve infrastructure funding and delivery issues.

The work is practical, strategic and commercially important. Our role is to help ensure that growth is not just planned but can be delivered.

As a Senior Consultant, you will help clients understand what infrastructure is required, how it should be funded, and how it can be delivered in a realistic and coordinated way.

You will:

• prepare and contribute to infrastructure funding and delivery strategies for precincts, rezonings, major development applications and growth areas;
• prepare infrastructure delivery plans, local contributions plans, planning agreement offers, planning agreement policies, works-in-kind agreements and related advisory reports;
• advise on section 7.11 and section 7.12 contributions, planning agreements, works-in-kind pathways, infrastructure staging, apportionment and delivery mechanisms;
• work with councils, NSW Government agencies, developers and landowners to resolve infrastructure funding and delivery issues;
• manage projects and workstreams, including scopes, budgets, programs, client communication and consultant coordination;
• work alongside planners, economists, engineers, quantity surveyors, valuers, designers and other specialists on multidisciplinary projects;
• contribute to submissions, policy reviews and thought leadership on infrastructure contributions and funding reform; and
• help grow the Infrastructure Advisory offer within Urbis through strong project delivery, mentoring, internal collaboration and client relationships.

About you.

You may be a planner, infrastructure planner, contributions planner, local government officer, policy adviser, development manager or consultant with experience in growth planning and infrastructure delivery.

We know everyone is different and bring different strengths and passions with them. In addition to yours, we're keen to connect with you if you bring the following experiences and attributes:

• Tertiary qualifications in urban and regional planning, infrastructure planning, property, economics, engineering, geography or a related discipline;
• Approximately five or more years of relevant experience in consultancy, local government, state government or the development sector;
• Strong experience with infrastructure contributions, planning agreements or works-in-kind arrangements, or a strong interest in building deeper expertise in these areas;
• Experience working with the NSW planning system, particularly in relation to growth areas, precinct planning, rezonings or major development projects;
• An ability to prepare clear written advice, reports and client material;
• Strong project management skills, including the ability to drive tasks forward and manage competing deadlines;
• Confidence working with clients, councils, agencies and multidisciplinary project teams;
• Sound commercial judgement and an ability to understand development feasibility, delivery risk and client objectives;
• Curiosity about how infrastructure funding and delivery frameworks can be improved.
