Position Overview

The LDM Group LLC is seeking an experienced Senior Technical Proposal Manager & Technical Writer to lead and support Federal proposal efforts on an ad hoc, opportunity-by-opportunity basis.

The consultant will manage proposal development from pre-solicitation planning through final submission, while also serving as a lead technical writer for cybersecurity, information technology, information assurance, digital modernization, and management consulting requirements.

The successful candidate must be able to translate complex technical capabilities into clear, compliant, persuasive, and evaluator-focused proposal narratives. This individual must also understand how to develop and convey win themes, discriminators, value propositions, and customer-focused solutions.

The consultant will work closely with LDM executive leadership, capture leads, subject matter experts, teaming partners, pricing personnel, and proposal contributors. Full engagement and accountability are expected throughout each authorized assignment.

Key ResponsibilitiesProposal Leadership and Management

· Lead Federal proposal efforts from pre-RFP planning through final submission and post-submission support.

· Develop proposal schedules, compliance matrices, outlines, annotated outlines, storyboards, and production plans.

· Establish proposal milestones, contributor assignments, review schedules, and submission timelines.

· Facilitate proposal kickoff meetings, solutioning sessions, status meetings, and executive reviews.

· Coordinate technical contributors, subcontractors, teaming partners, reviewers, and corporate leadership.

· Manage Pink Team, Red Team, Gold Team, White Glove, and final compliance reviews.

· Monitor proposal progress, identify risks, and implement corrective actions.

· Ensure all proposal deliverables are completed accurately and on schedule.

· Manage electronic proposal production and submission.

· Support clarification responses, evaluation notices, discussions, revisions, oral presentations, and award transition activities.

Technical Proposal Writing

Serve as a lead writer for opportunities involving:

· Cybersecurity; information technology; information assurance; governance, risk, and compliance.

· Risk Management Framework; cybersecurity program management; security assessment and authorization; continuous monitoring.

· Zero Trust architecture; cloud security; FedRAMP; CMMC; vulnerability management; security operations; identity and access management.

· Enterprise IT modernization; digital transformation; data analytics; artificial intelligence.

· Program management; PMO and ePMO support; management consulting; workforce and human capital transformation.

The consultant will:

· Develop executive summaries, technical approaches, management approaches, staffing plans, transition plans, quality control plans, and risk management approaches.

· Convert technical concepts into clear, customer-focused narratives.

· Write directly to solicitation requirements and evaluation criteria.

· Integrate technical, management, staffing, transition, quality, and past performance content into a unified proposal response.

· Develop graphics concepts, process flows, organizational structures, solution frameworks, and visual storytelling recommendations.

· Edit content for clarity, consistency, responsiveness, tone, and evaluator usability.

· Ensure technical claims are accurate, supportable, and aligned with available corporate and team capabilities.

Win Strategy and Messaging

· Develop opportunity-specific win themes, discriminators, and value propositions.

· Translate customer pain points and mission priorities into proposal messaging.

· Ensure win themes are consistently carried throughout all proposal volumes.

· Develop proof points that substantiate technical and management claims.

· Support competitive assessments, Black Hat reviews, and gap analyses.

· Assist in identifying strengths, weaknesses, risks, and differentiators.

· Align proposal strategy with evaluation factors and probable customer priorities.

· Support price-to-win and competitive positioning discussions as required.

Capture and Business Development Support

· Review procurement forecasts, Sources Sought notices, RFIs, draft solicitations, RFQs, and RFPs.

· Support bid/no-bid and opportunity qualification decisions.

· Develop capture plans, proposal readiness assessments, and pursuit action plans.

· Assist with customer, competitor, incumbent, and opportunity research.

· Identify teaming, capability, staffing, and past performance gaps.

· Support development of subcontractor and teaming strategies.

· Prepare capabilities responses, white papers, market research responses, and oral presentation materials.

· Assist with labor category mapping, staffing models, and solution development.

· Support transition planning following award.

Compliance and Quality Assurance

· Develop and maintain detailed compliance matrices.

· Ensure compliance with solicitation instructions, evaluation criteria, amendments, page limitations, formatting requirements, and submission protocols.

· Review proposal content against Sections L and M or equivalent instructions and evaluation factors.

· Verify that all required forms, certifications, attachments, representations, and supporting documents are included.

· Conduct final compliance, quality, and consistency reviews before submission.

· Identify proposal risks early and recommend practical mitigation strategies.

· Maintain document control and version discipline throughout the proposal lifecycle.

Federal Acquisition and Procurement Knowledge

The consultant should possess working knowledge of:

· Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and agency-specific acquisition supplements.

· Small business set-asides, 8(a) acquisitions, Women-Owned Small Business procurements, and sole-source and competitive acquisitions.

· DCAA compliance principles, cost and pricing concepts, labor-hour, time-and-materials, firm-fixed-price, and cost-reimbursement contracts.

· Organizational conflicts of interest, limitation on subcontracting requirements, representations and certifications, and contract transition and award requirements.

Experience should include procurement tools and vehicles such as:

· SAM.gov; GSA Multiple Award Schedule; GSA eBuy; OASIS+; 8(a) STARS III.

· Governmentwide Acquisition Contracts; IDIQ contracts; BPAs; multiple-award contracts; SeaPort Next Generation; NASA SEWP.

· Agency-specific IDIQs and task-order vehicles; Sources Sought notices; RFIs; RFQs; RFPs; oral presentations; and task-order competitions.

Cybersecurity and Compliance Knowledge

The consultant should understand and be able to write credibly about:

· CMMC; NIST Cybersecurity Framework; NIST SP 800-53; NIST Risk Management Framework; FISMA; FedRAMP; Zero Trust.

· Security Assessment and Authorization; Plans of Action and Milestones; continuous diagnostics and monitoring; governance, risk, and compliance.

· Cloud security; identity, credential, and access management; security operations; incident response; vulnerability management.

· Supply chain risk management; cybersecurity program governance; information assurance; audit readiness; data protection; and privacy.

Required Qualifications

· Minimum of 10 years of Federal proposal management experience.

· Minimum of 7 years of technical proposal writing experience supporting Federal civilian or Department of Defense agencies.

· Demonstrated ability to lead proposal efforts from cradle to grave.

· Experience writing cybersecurity, IT, information assurance, or management consulting proposals.

· Proven ability to develop win themes, discriminators, value propositions, and evaluator-focused messaging.

· Experience supporting small businesses, including 8(a), WOSB, EDWOSB, SDVOSB, HUBZone, or other socioeconomic firms.

· Strong understanding of Federal acquisition and proposal processes.

· Demonstrated experience managing proposal contributors and review teams.

· Exceptional technical writing, editing, and communication skills.

· Ability to work independently and manage multiple deadlines.

· Advanced proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.

· Ability to produce high-quality work with limited administrative support.

· U.S.-based and legally authorized to work in the United States.

Preferred Qualifications

· APMP certification.

· Project Management Professional certification.

· CISSP, Security+, CMMC, ITIL, or related technical certification.

· Experience supporting Department of Defense or Department of War agencies.

· Experience supporting Federal financial, regulatory, civilian, national security, or intelligence organizations.

· Experience with complex multiple-award vehicles and task-order competitions.

· Experience developing proposal graphics and solution frameworks.

· Experience supporting oral presentations and technical demonstrations.

· Experience with pricing narratives, staffing models, and labor category development.

· Demonstrated history of successful Federal contract awards.

Work Schedule and Availability

This is a remote, ad hoc independent consulting role with no travel requirement.

Assignments will be issued based on individual opportunities, proposal schedules, scope, complexity, and approved level of effort. There are no guaranteed hours or minimum level of work.

The consultant must be available during agreed proposal periods and responsive to time-sensitive requests. Evening or weekend support may occasionally be required during critical proposal phases, final reviews, or submission periods.

Availability, authorized hours, deliverables, and deadlines will be established separately for each assignment.

Compensation

Compensation is $60.00 per hour for authorized work performed in support of approved capture, proposal, technical writing, compliance, and business development assignments.

This is an independent consultant position. Work will be assigned on an opportunity-by-opportunity basis, and no minimum number of hours is guaranteed.

The consultant must:

· Receive authorization before beginning work.

· Work within the approved level of effort.

· Accurately track and report hours.

· Submit invoices in accordance with the consulting agreement.

· Meet all assigned deadlines and quality standards.

· Obtain approval before exceeding authorized hours.

Consistent performance may result in recurring assignments across multiple Federal pursuits and an expanded long-term consulting relationship or fulltime employment with The LDM Group LLC.

Pay: $50.00 - $60.00 per hour
